Welcome to St. Augustine, the Nation’s Oldest City, founded in 1565.

We are pleased to have you as part of our community. We hope this brochure will provide you with an understanding of the services offered to our residential communities, and the rules and regulations we must all follow. Code enforcement complaints can be made anonymously if they are verbal; any document or email is subject to Public Records law and can be disclosed. The city employs professional code enforcement officers and a dedicated volunteer Code Enforcement Board, as well as, police officers and a prosecuting attorney. Failure to comply with city regulations may result in the issuance of a notice of violation, a civil citation, or a criminal citation, depending on the violation.

Nightly Rentals City Ordinance: Section 28-159

Short term rentals of dwelling units are restricted in residential zones of the city and regulations prohibit large gatherings in these rental units. Registration is required through the Planning and Building Department located at City Hall, 75 King Street. Property owners are responsible for determining their own property insurance needs for this use and should verify whether the rental use could jeopardize their homestead exemption status with the St. Johns County Property Appraiser at (904) 827-5500. Yard Maintenance City Ordinance: 19-3, 19-4

Yards must be maintained to avoid unsightly weeds or high grass, and must be kept free of junk or refuse. Inoperable cars or boats cannot be kept in unsheltered storage on-site. Shrubs and trees must be trimmed to

avoid obstructions to safety on corner properties. For Code Enforcement complaints, please call (904) 825- 1065 weekdays and (904) 825-1070 weekends.

Vehicle Parking
City Ordinance: Section 24-31 to 24-105

Vehicles are permitted to park in approved parking areas only. Be aware that the city has commercial loading zones, franchised vehicle zones and residential permit parking zones. On-street parking is metered, either at the parking space meter or at nearby vending machines. Vehicles displaying an authorized handicapped sticker or sign may park for free in any City of St. Augustine public parking space. Violations of parking regulations may result in a civil citation, fines and court costs. Vehicles that owe for outstanding parking citations may be booted or towed. For questions regarding parking regulations, residential permits or the prepaid reduced rate ParkNow card, contact the Parking and Customer Service division at the city’s Financial Services Center at 50 Bridge Street, (904) 825-1037. Public Records Request

Florida law provides for public access to documents made or received in connection with official business. The custodian of public records for the City of St. Augustine is the City Clerk, or whomever is acting City Clerk in his/her absence. Anyone wishing to make a public records request should direct their inquiry to the City Clerk via email at, or by calling (904) 825-1007. Requests may also be made by mail or in person at City Hall, 75 King Street, second floor, lobby “B”, P.O. Box 210, St. Augustine, FL 32085.

Drinking in Public City Ordinance: Section 4-5

The City of St. Augustine prohibits drinking alcoholic beverages in public. This includes sidewalks, public parks, and parking lots. If you are hosting a party where alcohol is served, you are required to contain the possession and consumption of alcoholic beverages within private property. Police officers will issue criminal citations to offenders.

Housing Discrimination City Ordinance: Sections 16-26 to 16-36

The City of St. Augustine prohibits housing discrimination based on race, color, religion, sex, familial status, national origin, handicap or sexual orientation. If you wish to file a housing discrimination complaint with the city, you must do so in writing within 45 days of the incident. Flagler College Information

If a resident would like Flagler College to educate a student regarding proper behavior, they may contact the college at (904) 829-6481. This number is available weekdays from 8:00 a.m. until 5:00 p.m. Flagler College security may also be contacted on nights and weekends at (904) 819-6200, however the college’s security officers do not respond to disturbances off campus.
